Highlights

This monitoring and evaluation study aims to measure and document the food and nutrition security of households targeted by the AFAFI-Centre programme, which supports six agro-sylvo-pastoral value chains — fruit tree farming, horticulture, poultry, fuelwood, dairy, and fish farming — supplying the markets of the Analamanga, Itasy, and Alaotra Mangoro regions in Madagascar.
The programme’s impact will be assessed by comparing data from the baseline survey (2022) with those of the endline survey (2025).

Origin of the study

At the request of the EU Delegation in Madagascar, the Nutrition Research Facility (NRF) provides technical assistance for the monitoring and evaluation (M&E) of the AFAFI-Centre programme (2020–2025), funded by the European Union.

Methodology

The evaluation study consists of two components:

  • Quantitative component: a survey conducted among 500 beneficiary households across 46 communes and 513 control households in 17 comparable communes. The main indicator used is the Minimum Dietary Diversity for Women (MDD-W).
  • Qualitative component: 16 focus group discussions and 10 individual interviews carried out with programme beneficiaries from different value chains across the three target regions. These explore agricultural practices, household economic dynamics, women’s empowerment, and perceptions of the causes of malnutrition.

The impact assessment of the AFAFI-Centre programme will rely on a Difference-in-Differences (DiD) approach, comparing the evolution of key programme outcome indicators between the baseline (2022) and the endline (2025) among beneficiary households, relative to control households.

Relevance to the EU "Global Gateway" strategy

The AFAFI-Centre programme promotes rural development to strengthen the resilience of food systems and food and nutrition security, combining agricultural investment with nutrition and gender equality objectives.
